Research Project – “Rising Knowledge Powers”

The increasing importance of knowledge and innovation has been stressed in research on globalization as well as in the debate dealing with the socioeconomic change towards a knowledge-based society. On the one hand, the German public is highly concerned with the competition from rising powers such as India or China on the field of high-technologies. On the other hand, there is a lack of systematic analysis that deals with the role of knowledge in terms of global power shift, i.e. the rise of new political powers, its complex processes of development and fields of application. This project is concerned with the question whether and to which extent the BRIC-states have already become full-fledged “powers of knowledge” – ranging from entrepreneurial innovative capability over mass education to top research – and whether they have been able to extend their worldwide influence. As a first step, in order to analyze the empirical trends in the BRIC-states’ rise to powers of knowledge, adequate indicators will be developed. Secondly, the political, legal and technological causal links of knowledge power will be examined. Drawing from this basis, the consequences of these developments for Germany as a business location as well as a center for scientific research will be outlined and from this, courses of action are to be derived.
